No soup for you!

Driving to work a couple of weeks ago, Kevin spotted this sign, and now we've been seeing it everywhere. Kevin calls it the most counter-intuitive sign ever, and I have to agree. The weird thing is that it's always posted when you're going onto or coming off of the highway. We can't figure out what it means, other than that if you eat soup anywhere near the highway, then you're in big trouble.
